Inspections and Repairs Are Two Different Jobs

Milestone, Recertification and SIRS: The Basics

Plain-language summary as of Sep 30, 2026. Rules can change, and your city or county may have its own. Check with your association's attorney, your engineer and your local building official.

  • Milestone inspection (Florida, statewide). Required for condo and co-op buildings three or more stories tall. It's due by December 31 of the year the building turns 30, then every 10 years. Your local building official can require it at 25 years based on local conditions, such as being near salt water. It's done by a Florida-licensed architect or engineer in two phases: a visual inspection (phase one), and a more detailed phase two if substantial structural deterioration is found.
  • Repairs. Under local rules, repairs called for in a phase two report generally must begin within 365 days of the report.
  • Miami-Dade 40-year recertification. Miami-Dade's program requires recertification at 30 years, then every 10 years. Condo and co-op buildings three or more stories within 3 miles of the coast, built in 1998 or later, are due at 25 years. Single-family homes, duplexes and small buildings are exempt.
  • Broward. Broward's Building Safety Inspection Program starts at 25 years, then every 10 years, and covers both phases of the state milestone inspection.
  • Palm Beach. Check with your city or county building official.
  • SIRS. Associations of buildings three or more stories must have a structural integrity reserve study every 10 years. It covers the roof, structure and load-bearing walls, fireproofing and fire protection, plumbing, electrical systems, waterproofing and exterior painting, and windows and exterior doors.

Do you do milestone inspections or SIRS?

No. Milestone inspections and recertification reports must be done by a Florida-licensed engineer or architect, and SIRS by a qualified professional. Avrax is the licensed contractor that builds the repairs those reports call for.

How soon do repairs have to start after a phase two report?

Under the state law's local-enforcement rules, repairs generally must begin within 365 days of the phase two report. Your local building official sets the details and can order other deadlines, so check with them and your engineer.

Which repairs can you build?

Roofs, windows and exterior doors, plumbing, pools and pool decks, and general structural repairs designed by your engineer.

Can the company that did our inspection also do the repairs?

Florida law requires any contractor who bids on the repairs to disclose in writing whether it has any financial interest in, or family relationship with, the firm that did the inspection. Avrax doesn't perform inspections. We'll include the required written disclosure with our bid.

Can you work around residents?

Yes. We plan the schedule with your manager so residents know what's happening and when, and we communicate in English and Spanish.
