Building in Doral: Permits, Code and HOAs

Doral has been its own city since 2003, and it runs its own Building Department. Here is what that typically means for your project.

  • The City of Doral issues your permitBuilding permits in Doral generally go through the City of Doral Building Department, not the county. Applications are filed online through the city's self-service portal, one sub-permit per trade where the scope calls for it. We work with licensed architects and engineers on the drawings and prepare the paperwork and file them for you.
  • Some approvals still go to Miami-Dade CountyFor new construction, larger commercial jobs and certain other scopes, Miami-Dade County agencies may also need to sign off (for example environmental, water and sewer, fire or impact-fee review). We track those county steps alongside the city permit.
  • Window and door replacements have their own checklistThe city publishes a submittal checklist and inspection guidelines for window and door replacements. Your quote lists the Miami-Dade NOA number for every product, which is what that checklist asks for.
  • Hurricane code appliesDoral is in Miami-Dade County, inside the Florida Building Code's High-Velocity Hurricane Zone. Windows, doors and roofing products generally need a Miami-Dade NOA or a Florida Product Approval rated for HVHZ use.
  • Flood rules can applyThe city's Building Director also serves as its floodplain administrator, so additions and larger renovations may get a flood review depending on where the property sits. We check this before we price the job.
  • Check with your HOA firstMany Doral homes are in HOA communities. Your association typically has its own approval process for exterior work like roofs, windows, pavers and fences, and that approval is separate from the city permit. We give you the product details and drawings your association usually asks for.

Can you build an addition on my Doral home?

Yes. We work with licensed architects and engineers, pull the permit and build additions as one project, with the roof, windows, plumbing and finishes on the same contract. If you're in an HOA community, we start with your association's approval so the city permit isn't held up later.
